By default Wise Chat Live Operator page is available to Administrator role only. However, you may need to grant the configuration permission to other user roles or users. All you have to do is add wise_chat_live_chat_page capability to user role (or user) you want to give configuration permission to. User Role Editor is a plugin that provides a useful UI for managing capabilities. Please install the plugin and then go to: Users -> Chosen User -> Capabilities -> Edit. Then please find wise_chat_live_chat_page checkbox, enable it and click Update button:
Then the operator page is available in the top menu:
